This bill will not allow anyone under the age of 21 to purchase a semiautomatic firearm of any type, a shotgun with a revolving cylinder, or a "large capacity ammunition feeding device that has an overall capacity of or that can be readily restored, changed, or converted to accept more than 10 rounds of ammunition and does not include an attached tubular device designed to accept, and be capable of operating only with .22 caliber rimfire ammunition.


Temporary transfer of a covered firearm or covered ammunition (though I can't find anything about ammunition beyond the mention of .22 caliber rimfire) or the possession or use is allowed in the course of employment, target practice, hunting, or a course of instruction in the safe and lawful use of a covered firearm is allowed with prior written consent of the person's parent or guardian who is not prohibited by federal, state, or local law from possessing a firearm. There are a bunch of exceptions listed as to this and it is best if you read the bill yourself.

US - Amendment II:  A well regulated Militia, being necessary to the security of a free State, the right to keep and bear arms, shall not be infringed.

PA - Article I, Section 21:  The right of citizens to bear arms in defense of themselves and the State shall not be questioned.
