The proposed ATF Bump Stock regulation is up for public comment until June. https://www.regulations.gov/document?D=ATF-2018-0001-35714.

If the page doesn't come up correctly, search for 2017R-22 at https://www.regulations.gov.

My comment:
"When these item first came out, we borrowed a couple from a local retailer and tested them by securing them in a vise and connecting a pull cord to the trigger.
After loading the magazine and chambering a round, we pulled on the cord - one round fired.

We repeated the process fifty times, and each time the result was the same - one round fired.

The National Firearms Act of 1934 defines a "machine gun" as: "Machine gun." (b) The term "machine gun " means any weapon which shoots, or is designed to shoot, automatically or semiautomatically, more than one shot, without manual reloading, by a single function of the trigger."

Unless the definition of a "machine gun" (as defined in law)  has been changed through legislative action, a "bump stock" does not convert a semi-automatic firearm into a "machine gun".

Additionally, it is an accessory which neither the Department of Justice, nor the Bureau of Alcohol, Tobacco, Firearms, and Explosives, nor any other agency, department, division, or bureau has the legal authority to ban.

Additionally, banning the possession of these items without providing an amnesty period for their entry in to the NFRTR or  compensating current possessors constitutes an unlawful taking.  "

A little more info on the proposed regulation and tips on making sure they don't "file 13" the comment.

I tried one those bump stocks about a year ago when I was at the range, the guy that had it couldn't make it work so I tried. These things are a gimmick, I couldn't get to even double. If the politicians want to stop people from getting around the May 1986 ban they should repeal it and have them go through the NFA deep dive into there past to see if there is any issue with there past. How many times and how many government agencies have to fail the people of this country before everyone wakes up and understands that safety is an illusion and they need to take care of them selves.

Any guess how many government agencies let the guy who did the shooting in the Waffle House slip through this time? I would be interested to know if anyone gets fired for it, but you already know who will be blamed. I say again safety is an illusion. We must vote to replace the politicians that want to deprive us of our liberties.

Last I heard, this guy had previous police interactions before and had his firearms confiscated due to mental issues.  After he was released from whatever, the firearms were given to dad.  Dear old dad gave the firearms back to the shooter.  All I know from news reports was that he apparently wasn't supposed to have firearms for one reason or another (mental adjudication, in prison for more than a year, whatever).

So, not only is the shooter facing charges for murder and attempted murder, dad might be facing charges as well.  I'll be following the news on it but at this point, it seems law enforcement might have did their job on this one.
